In need of improved energy efficiency, as well as increased safety and security across their Mansfield and Richland institutions, the Ohio Department of Rehabilitation and Correction (DRC) partnered with Loeb Electric and Whalen Electric for their lighting project needs—Loeb for energy & lighting solutions, material supplies, and project management, and Whalen as their electrical contractor—to upgrade their interior and exterior lighting. A safer environment was immediate, and in the first year alone, savings exceeded $415k.

About the Client

The Ohio Department of Rehabilitation and Correction (DRC) is the administrative department of the Ohio state government that operates thirty state prisons. It’s comprised of over 12k employees and is responsible for almost 50k inmates.

The Challenges

Before the project with Loeb Electric and Whalen Electric, the Ohio Department of Rehabilitation and Correction (DRC) used metal halide and high-pressure sodium lamps in their exterior fixtures. These lamps have the longest warm-up time period of any light, meaning a complete on/off is not instant. They are also omnidirectional, which requires the light to be reflected and redirected where needed, which decreases overall efficiency. With inefficient lighting throughout the interior and exterior of the two campuses, the DRC had concerns about the safety and security of their staff and inmates.

The Solution

As part of an overall energy performance upgrade, Whalen Electric and Loeb Electric were responsible for upgrading exterior and interior lighting across the Mansfield and Richland institutions. Loeb and Whalen invested time in researching options for the best solution (balanced with the DRC’s budget) that addressed energy-saving needs as well as security. Whalen Electric understands the many challenges and expectations when working in a correctional facility, and Whalen’s trusted relationship with Loeb Electric was built over the years through many successful project completions. After coming together as one team, Whalen and Loeb not only met, but exceeded the DRC’s expectations, delivering them a safe, energy-efficient facility.
